Howard Fulfrost, managing partner of CCUSD'S litigators at Fagen, Friedman and Fulfrost, formerly of Lozano and Smith infamy, in trouble again
Scott Zeidman, Katherine Paspalis, and their colleagues at the CULVER CITY UNIFIED SCHOOL DISTRICT BOARD, are involved in what the Los Angeles District Attorney’s office may add to its recent roster of school district felonies and crimes. CCUSD’S sister district, Beverly Hills Unified, is the charged criminal presently, with Howard Fulfrost posting bond for the ex-facilities manager there accused of paying out tax payer money for illegal uses. Fulfrost’s home (the collateral for the bail) is most likely funded by a misappropriation of funds by CCUSD, BHUSD (both in the same SELPA), and other districts serviced by Fulfrost, which amounts to hundreds of thousands of dollars over the past 5 years.

BHUSD, Brian Goldberg Board Member, suggests district severance from Fagen Friedman and Fulfrost after he discovers that Howard Fulfrost is married to the Chief Financial Officer of Strategic Concepts – the firm that helmed the $334M bond measure E, which then profited from that school district bond.
Fulfrost is also in bed with Scott Zeidman, Katherine Paspalis and the other CCUSD school board members who routinely vote in secret “closed sessions” to pay hundreds of thousands of tax payer dollars to Fagen Friedman and Fulfrost to stop CCUSD families from obtaining therapy and educational supports for their special needs children. The Office of Administrative Hearings in the State of California confirms upwards of 30 filings in recent years dealing with CCUSD special education students in CCUSD grappling with what the district treats as its own personal bottomless checkbook for litigation against families.
Fulfrost wasn’t always a partner at FAGEN FRIEDMAN AND FULFROST. In 2005 Fulfrost was a lead attorney at the then-reigning law firm entrusted with litigating families with special education students into the ground: Lozano and Smith.
That year, while leading a trial against a special education student in the Brett Harte District, Fulfrost’s legal team from Lozano was named and sanctioned for lying and obstructing justice to make his school district clients prevail against a young man with disabilities which caused him to need educational supports. In addition to the sanctioning, the judge in the matter ordered the entire team of attorneys, including Fulfrost, to attend ethics classes because of its gross misconduct in his court against the student. Unfortunately, it appears that ethics classes have had no effect on Fulfrost.

Howard Fulfrost leads the campaign against Culver City Unified School District special education students to the tune of hundreds of thousands of dollars paid out with the approval of Zeidman, Paspalis, and prior school board members. Superintended Jaffe is included in the closed sessions where these funds are wasted to burn CCUSD students.
Scott Zeidman recently sent out a letter to his campaign supporters, explaining that these accusations regarding his illicit use of public funds to bury special education students and their families with litigation, are not true.

CCUSD presently bankrolls the most corrupt attorneys available, those willing to lie in court and obstruct justice in order to get what they want: the destruction of families with special needs students who seek therapy so their children can obtain education.
